It has been inspiring to watch Picard's English turn from very basic to fluent, in large part due to his roles in FC and UFP.

Yes, the more British people he surrounds himself with, the more he will inevitably grow superior in his use of lexicon.

Yes. Surrounding oneself with those from the Glorious British Empire, he shall further develop his command and knowledge of the English language. After all, English is spoken in Heaven. God employs Thomas Cranmer as his speechwriter. The angels of the lesser ministries use the language of the New English Bible and the Alternative Service Book for internal memos.

What's the "three whisky" thing supposed to mean?

On the topic of whisky, or rather whiskey vs whisky, TIL this:

This is essential reading for all FC members. It is important to know how to correctly apply spelling to this most holy of holy spirits. In fact, I suggest we legislate an official spelling of Whisky into the Constitution.

That's rather simply, really. Whisky is from either England or Scotland and whiskey is from either Ireland or the Colonies.
