Special Promotion

This officer has been pestering for a promotion since before Picard was an Ensign. I have made him wait. Just because.
He is a good officer, and a good friend. I have know him since he joined us in UFP as an Ensign. I even demoted him to Ensign for a day just for fun :) And that was recently!
It gives me great honor to finally do this,
Division Rear Admiral Shroombuck you are hereby appointed to the rank Division Vice Admiral

You all know what to do now. After you become an Ensign, pester Exeter for a promotion and you will get it.
