It's quite clever. I imagine a lot of home users don't pay (or at the most use OEM keys with hardware they bought) and this will undoubtedly not apply to Enterprise users (who usually buy using one of a number of agreement types that rely on subscriptions) so the income drop is minimal but the publicity is huge.
Apple can't claim that OS X is the most advanced free operating systems any more, for example. The keynote has encouraged me to try Win10 on my old netbook (my only machine I'm willing to sacrifice to the beta process) which if nothing else is a win for Microsoft.

The fact it is free will undoubtedly sway those who hated Windows 8 to try it despise how horrid Windows 8 was to begin with. I know I liked Windows 8 to a point but ultimately, Windows 7 offers alot more for me at least.
Why on earth was this never implemented years ago ?

This is a rather clever tactic on Microsoft's part seeing how they are developing a software and most likely will get quite a bit of money from their enterprise and professional edition if everything kicks off really well.

Well Windows 10 is all about learning from the mistakes of Windows 8, Hence a more Desktop optimized interface and return of the Start Menu.

Don't see what the fuss is about. I have Windows 8 and it does everything it should do for me. I can browse on the internet, I can use word processors and download porn. You flimsy-nerd-I-want-special-shirt-so-I-can-play-games-attitude is just lame.

Microsoft must be pretty desperate for market share if they are offering a version of windows for free, to basically anyone who has a computer capable of running it. i.e. anyone who already has a PC that can run windows 7 or 8. I wonder if this will bring down the cost of laptops slightly too, because windows always came at a bit of a premium.
I think Windows 10 will be to Windows 8, what Windows 7 was to Vista. I had a play with Windows 10 at a conference at the microsoft booth, was really quite impressed by it.
